State after the init.el load-graph module classification (Phase 1).

101 of 102 init.el-required modules annotated with load-graph headers,
docs/design/module-inventory.org built out across 9 batches, and
tests/test-init-module-headers.el enforcing the header contract on each.
Only elfeed-config is deferred, on a test byte-compile fix.
