fix(makefile): include top-level dotdirs in import selection
Import now searches:
- ~/.* (top-level dotdirs like .emacs.d, .ssh)
- ~/.config/*
- ~/.local/*
Excludes .cache, .local, .config from top-level (they're handled separately).
