fix(pyprland): use correct config path, resize scratchpads

Pyprland 3.x reads ~/.config/pypr/config.toml, not
~/.config/hypr/pyprland.toml. Remove obsolete config, update
scratchpad sizes to 50%x60% in the correct file.
