feat(archsetup): add wireguard-tools and tailscale
- wireguard-tools from pacman (dotfiles have helper functions ready)
- tailscale-bin from AUR (prebuilt, fast install)
- Enable tailscaled service (run 'tailscale up' to authenticate)
