chore(security): take the Signal identity number out of the tracked tree
A quoted log line in the reinstall-gaps design note and a post-rebuild-check fixture both carried the real number in a repo that is anonymously cloneable. The note now names it in words and the fixture uses a 555 number, which the checker treats the same.
