chore: close LICENSE task and log emacs-fix VM verification
Two updates in todo.org. I closed the LICENSE-file subtask as a dated event-log entry. The canonical GPL-3 text landed at `LICENSE` in f6e2e63 on 2026-05-11. The SPDX/NOTICE-headers follow-up splits into its own subtask for the eventual public release.
I also logged the 0a9a229 emacs-stow fix verification under `[#B] Fix install errors`. The 2026-05-18 `make test` exercised the new three-branch path (git init + fetch + checkout -B main against a stow-populated `~/.emacs.d`) and the exit-128 error is gone from the Error Summary.
